Trasporto su strada, quanto costa in Europa?

Roma, 24 novembre 2014 - E' una vera e propria "offensiva", l'iniziativa tedesca per far gravare il pedaggiamento delle infrastrutture viarie sui turisti stranieri.

Dopo l'incontro a Bruxelles tra il Commissario europeo per i Trasporti, Violeta Bulc, ed il ministro tedesco, Alexander Dobrindt del  21 novembre scorso,  ed al progetto di legge tedesco presentato il mese scorso, ecco comparire una  interrogazione presentata dall’eurodeputato tedesco Ulrike Müller, sulla situazione attuale del finanziamento del trasporto su strada in Europa.

I quesiti proposti mirano a definire il quadro tariffario europeo per il trasporto di persone e merci, la percentuale dei pedaggi reinvestita nella manutenzione e nello sviluppo delle reti stradali nazionali, la compatibilità del rimborso per compensazione con il prelievo IVA nazionale a favore dei cittadini tedeschi, i profili di conformità dell'iniziativa legislativa con il diritto dell'Unione europea.

Question for written answer to the Commission  Rule 130 . Ulrike Müller (ALDE)

Subject: Current situation regarding road transport financing in Europe

Further to the last meeting of the Committee on Transport and Tourism on 3 November 2014 and the hearing on European road toll systems for private vehicles which took place therein, the Commission is asked to answer the following questions:

1. Which taxes and charges — such as motor-vehicle taxes, fuel duties, road infrastructure charges, etc. — are levied and in what amount in the individual Member States of the European Union in the field of road transport overall and for freight and passenger transport?

2. What proportion of the taxes and charges mentioned in point 1 and levied in the Member States actually flows back into maintaining, expanding and constructing the respective national road networks?

3. To what extent would the Commission have to review its strategy for achieving its political objectives, as set out in the ‘Transport’ white paper and in its ‘Communication on the application of national road infrastructure charges levied on light private vehicles’, if the concept put forward by the German Federal Government for charging a road toll for private vehicles with the possibility of this being offset against the national motor-vehicle tax should prove to be compliant with European law and be adopted by further Member States
